Primary Purpose of the Position:
The Midwest Regional Office (MWRO) Program Manager develops and manages park protection campaigns in the Great Lakes Region and assists in park protection campaigns region-wide. The Program Manager is responsible for the full scope of campaigns including issue development, engagement and mobilization of allies and other constituencies, maintenance of information and communications systems and professional relationships. The Program Manager works with the Regional Director to manage other park specific or NPS systemic issues such as park-specific appropriations, and routinely interfaces with Congressional staff. This requires an ability to develop strong and valued relationships with national park staff, Congressional and Senate staff and members, local and state elected officials, media and opinion leaders.
The Program Manager manages and coordinates the review and comments on National Park Service (NPS) planning documents in the Midwest region. Expertise with planning and environmental documents and ability to interpret and identify precedent or impact to parks system-wide, is a central component of this position.
The Program Manager is responsible for working with Development staff to obtain funding through grant proposals to targeted foundations, solicitation of contributions from major donors, and maintenance of program budgets, grant reporting and accounting,
Essential Functions: % of Time
· Develop and implement park protection campaigns and work with a network
of advocates on the issues affecting the national parks of the Midwest Region. 50%
· Research issues, gather and analyze information in relation to National Park
policy, and develop NPCA positions and comments consistent with the
organization’s philosophical framework. 20%
· Design, implement and manage fundraising strategies for NPCA work. 15%
· Establish and maintain relationships with Congressional staff, civic, business,
and governmental communities as a means to incorporate park values
into their decision-making processes. 15%

Other: Participates in developing department goals, objectives and systems. Participates in administrative staff meetings, organization-wide meetings, staff committee meetings, training programs, and attends other meetings and seminars as designated by the supervisor. Assists
in evaluation of reports, decisions, and results of department in relation to established goals.

Minimum Work Schedule: Generally 9:00am – 5:00pm, Monday through Friday, some weekend and evening work. Ability to travel is required.
Minimum Scope of Position: Interacts with internal NPCA staff, and a wide range of people and interests (conservation advocates, political leaders and staff, donors, members, general public, vendors, community leaders, media).
Minimum Qualifications, Competencies, Skills, Education and Traits
- The successful candidate will have at least three years experience in public advocacy, policy and organizing. A background in planning and/or environmental document review is preferred and knowledge of water quality issues in the Great Lakes is a plus.
- Demonstrated ability to engage and interact with a broad range of the public.
- Strong organizational skills to handle multiple tasks effectively. Demonstrated success of managing support staff.
- Strong writing and public speaking skills.
- Computer literate.
- A value-based understanding and appreciation of the cultural and natural resources of the Midwest and Great Lakes region.
- Bachelor’s degree required.
